JUBA, 21 December 2011 – The South Sudan National Legislative Assembly in its Sitting No. 41/2011 which was chaired by the acting speaker Right Hon. Gen Daniel Awet Akot received a presentation of the Policy Statement and Achievements of the Ministry of Interior by Hon. Gen. Alison Manani Magaya.
The minister appreciated the role of the SPLM in bringing the CPA to the people of South Sudan and the role played by the Ministry of Interior. He explained that the statement and achievements had been presented to Council of Ministers on 17th November, 2011. He also highlighted the achievements of police, prison and fire brigade. He also recognized the tremendous contributions by the former ministers of the then Internal Affairs Hon.Gen Daniel Awet Akot, Hon. Paul Mayom Akec and his immediate predecessor Hon. Gen. Gier Chuang Aluong for their efforts in bringing the law enforcement agencies for the betterment of the people of South Sudan.
The objectives of the policy statement and achievements of the Ministry of Interior are:
- Building strong and effective institutions (structures);
- To formulate required legal frameworks;
- To deliver efficient service to the people;
- To achieve professional standard of performance by training;
- To attain transparency in financial administration and management, taking into account the President’s message on curtailing corruption and achieving efficiency;
- To build cordial relationship with the citizens through community policing;
- To promote social welfare needs of the service men and women through cooperatives, investments medical service, and agriculture and infrastructural projects;
- To establish regional and international cooperation;
- To attain an inclusive character in national police, prisons and fire brigade services and build an efficient and effective police which is mandated under the Transitional Constitution of Republic of South Sudan through South Sudan Police Act 2009 Article Six (6) 2 which stipulates that South Sudan shall have the primary duty of ensuring security for all of citizens.
He also mentioned that there are four top priorities program such as:
- Transform security services and enhance their capacity;
- Establishing National Security Architecture;
- Development of legal frameworks for rule of law; and
- Enhance community security and mitigate violent conflict and impact of mines.
Hon. Magaya also enumerated the achievements of the ministry such as:
- Mobilization of organized forces to transformation and change;
- Re-commissioning of the demobilized police, prisons and fire brigade officers by President Decrees;
- Over twenty Ministerial Orders issued to embrace transformation and change, among which are orders issued to establish Anti Terrorism Units, Directorate of Passports, Immigration & ID Cards, Regulating Aliens Entry into South Sudan;
- Issuance of circulars to the states commissions on the policies governing the implementation of Transformation Action Plan 2011-2015;
- Graduation of 1,053 new policemen and women, 108 Custom Officers and promotion of 15 NCOs trainers at the Dr. John Garnag Training Centre, Rejaf as 2nd Lt;
- Construction of 50 police stations and 100 prisons ongoing;
- Meetings of the commissions in ten states of South Sudan every three months in Juba to share information and experiences;
- Incentive media coverage to address issues concerning transformation of police, prisons and fire brigade as well as education of the police to improve relations among the civilian population, foreigners, UN and diplomatic staff;
- Establishing buffer zone in coordination with army and UNMISS in Lakes, Jonglei, Unity and Upper Nile as well as other states;
- Following up the new salary increment which is approved by August House on 23rd March, 2011 and approved by Council of Ministers on17 November, 2011;
- The second generation of the passports - diplomatic, special and ordinary - are replaced with new ones;
- Arrangements have been made to produce national IDs, visa stickers;
- Immigration, passport and civil registries will be established in ten states through Passport Act, 2011 and assented by H.E the President of the republic of South Sudan.
After a long period of enquiries and questions from Hon. Members, the policy statement and achievements of the Ministry of Interior was passed by August House. The sitting was attended by 195 members.
